Allocution

Allocution. The address of a Grand Commander of the Scottish Rite to his Supreme Council, and also by some other Masonic bodies. It was first applied by the Supreme Council for the Southern Jurisdiction of the Scottish Rite of the United States. The same term is used to describe the address of the Pope of Rome to the College of Cardinals.
